Editor's note: The Government Work Report, delivered on March 5, charted a course for China's economic development for the coming year. By setting fairly robust growth targets, the country is set to be the locomotive pulling the world economy amid global economic headwinds. Rapid progress has seen China storming up the charts in the World Bank's annual report on the business environment.
