Key lies in enhancing Party's self-construction People's Daily has carried an article written by its commentator about what he had learned from Party General Secretary Hu Jintao's important speech of June 25 delivered at the Party School of the Communist Party of China (CPC) in Beijing. The full account of the article runs as follows: Enhancing the self-construction of the CPC itself is the key for the Party to lead the people around China in scoring new victories in an all-round development of a well-off society and open up a new situation in the cause of building socialism with Chinese characteristics. It is imperative for the Party to persevere in governing itself and be strict with Party members and continue to push ahead a great project on the construction of the Party. This great thought General Secretary Hu Jintao had underscored in his speech at the Party School of the CPC Central Committee, has penetratingly enunciated the extreme importance of strengthening and improving Party construction and further pointed out the direction of advance for Party construction. With regard to conditions of the CPC as a party in power for a long, historical period, what kind of party it should be built and how to build it -- has a direct bearing on the future and destiny of our Party and state. It is imperative for the Party to persevere in governing itself and be strict with Party members and push ahead the great project on Party building, which constitutes its clear-cut or explicit answer to the issue of major practical significance. In the historical process of accelerating its modernization program, China is confronted not only with a complicated environment in its development but an arduous task, not only with unprecedented opportunities but unprecedented challenges. So, to further enhance the Party's self-construction and continue to push forward a new project on Party building, it is imperative to judge scientifically and grasp comprehensively this cardinal bearing in history and the historical mission it has undertaken. Hence, the Party should strengthen and improve Party construction with a reform spirit, strive to heighten its level of both leading and power wielding, raise its capacity of resisting to corruption and guarding against risks and greatly beef up its power-wielding capability and advanced character so as to always fill itself with creativeness, cohesiveness and combat effectiveness and remain to be the staunch core of leadership to unite and lead people in the cause of building socialism with Chinese characteristics. To enhance the self-construction of the Party, it is imperative to persist in spurring the in-depth study of Marxism-Leninism-Mao Zedong Thought, Deng Xiaoping Thought, and the important thought of the "Three Representatives" (see Note), and study the scientific outlook on development. It is imperative to enhance the Party's organizational construction, and to bring up contingents of highly-competent leading bodies, cadres' ranks and the CPC members. It is imperative to press ahead with the Inner-Party democratic construction positively, safely and steadily, persevere in exercising the democratic centralism and in retaining the CPC members' bulk status, and keep improving the inner-party democratic centralism. Consequently, the awareness of inner-Party democracy will be enhanced widely and extensively, the inner-Party democratic system keeps improving, and the creativeness of the Party will be brought into fuller play. It is imperative to step up in an all-round way the Party's style of thinking, style of study, work and leadership as well as officials' way of living, go all out to improve the academic atmosphere and the style of writing; it is imperative to oppose formalism, bureaucracy and the practice of frauds or deception, and combat extravagance and waste, so that people in the Party and leading officials at various levels will keep to the spirit of being pragmatic and the sole purpose of serving the people, and adhere to the Party's mass line still more consciously. It is imperative to persist in wielding the power for people, foster sentiments for the people and work for their interests, listen to the voice of the people sincerely, reflect their desires truthfully and genuinely concern themselves with the weal and woe of the people and do more good and practical deeds for them. Whether or not to enhance the struggle against corruption had a direct bearing on the survival or destruction of the Party and the state. Party Committee at various levels should have a sufficient understanding of the protracted, arduous and complex nature of the anti-corruption struggle, and place the drive to combat corruption and build a clear government onto an outstanding, prominent position; it is imperative to keep to the principle of striking at both causes and consequences in a comprehensive way, laying equal stress on penalty and precaution with particular importance to be attached to the prevention; and it is imperative to institute an anti-corruption system of combining penalty and prevention with due emphasis given to the improvement of education, system and supervision. At the time when resolute blows are being meted out to tackle corruption cases, greater attention should be given to the construction of an anti-correction system, enhance the work of training incorruptible and self-disciplined officials and uncover those cases on transgression of laws and disciplines. In enhancing and improving the Party's self-construction and going on to push ahead the new, great project, the people in the Party must have a sober mind and make conscious practices, so as to guarantee that the CPC will forever be vibrant with life and full of vigor and vitality, and spur the cause of the Party and people continuously to new victories. represent the development trend of China's advanced productive forces, the
orientation of China's advanced culture, and the fundamental interests of the
overwhelming majority of the people in China.)
