The State Council held its third work conference on clean governance on July 23 in Beijing. Premier Li Keqiang, also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, addressed the meeting, urging more efforts to promote Party conduct and integrity and crackdown on corruption at all levels of government.
Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice-Premier Han Zheng, Vice-Premiers Sun Chunlan and Hu Chunhua and State Councilors Wang Yong, Wang Yi and Zhao Kezhi attended the meeting, presided over by State Councilor Xiao Jie.
Member of the Standing Committee of the Political Bureau of the CPC Central Committee and secretary of the CPC Central Commission for Discipline Inspection Zhao Leji, and Yang Xiaodu, member of the Political Bureau of the CPC Central Committee and director of the national supervisory commission, also participated.
According to Premier Li, the government system has strictly followed Party discipline over the past year, making obvious progress in building a clean government and promoting anti-corruption efforts, providing a strong pillar to social economic development and in epidemic prevention and control.
The Premier called on governments at all levels to implement the decisions and deployment of the CPC Central Committee and the State Council, to ensure stability on six fronts and security in six areas.
Supervision of fund utilization should be enhanced, Premier Li said, urging authorities to deliver policies that assist enterprises and people in need in an accurate and effective way. Related departments across regions should strictly implement the special transfer payment mechanism, which is intended to channel funds from the central government to local governments or shift funds between regional authorities, to ensure newly increased fiscal funds can be utilized immediately and effectively.
Formalism, bureaucratism and malpractice are forbidden, he said, and vowed harsh punishment on behaviors involving corruption in key areas or infringing on people’s interests.
The Premier also encouraged governments at various levels to solve problems through reforms and with innovative ideas.
He called on governments to step up coordination between epidemic prevention and economic and social development, as well as between flood control and safe production, in an effort to achieve this year’s goals for economic and social development.
