Province boasts many advantages

With China expanding many programs to enrich the growth of the private sector, businesses from the sector in Liaoning province-backed by the province's complete industrial chains and innovation activities-are gaining substantial expansion momentum from the country's dual-circulation growth paradigm and industrial upgrading.

Many opportunities are arising from the northeastern provincial government's vigorous efforts to advance the growth of emerging industries with strategic importance in both its private and State-owned enterprises amid plans to foster new drivers for its economy, said Wang Zhuoming, deputy head of Liaoning's Provincial Development and Reform Commission.

As the private sector is the main contributor to job creation and technological innovation, and a key source of tax revenue, Wang said Liaoning has introduced a number of policies, including further easing the tax burden and fees for private companies, creating a free business environment for private firms in terms of market access, authorizing administrative approvals and business operations, and hosting tenders and military-civil integration for key projects.

During his inspection tour of Northwest China's Qinghai province in June, President Xi Jinping called for fostering a policy environment that encourages, supports and guides the development of private enterprises, as well as coordinating the development of industries and enterprises with efforts to boost employment.

Liaoning has also offered financial assistance for private companies involved in emerging industries, especially those in information transmission, software and information technology services, green construction, scientific research, leasing and business services.

In addition to exporting its unmanned aerial vehicles, or UAVs, with patrol functions to countries such as Germany and Cambodia, Shenyang Woozoom Technology Co Ltd has put a number of UAVs with other capabilities into the market in recent years.

"UAVs are evolving from special gadgets to consumer electronics items on one hand and industrial tools on the other. In the process, they are spawning an industry that is promising huge revenues and global scale, redefining smart mobility and enhancing all walks of life," said Su Wenbo, the company's founder and president.

In the consumer electronics sector, civilian drones are mainly used in aerial photography, Su said, adding that the company is bullish on prospects for agricultural drones, as demand for such gadgets is huge and the whole industry is still in exploratory mode.

The private firm has introduced several types of agricultural drones into the industrial segment with upgraded flight control systems, radar and sensors. They are being used in more than 20 provinces and autonomous regions in China.

"Their industrial applications are seeing huge demand in China in an expanding range of sectors-agriculture, geological surveying and mapping, electricity, oil and petroleum pipeline inspection, transportation, construction, public security and disaster relief," Su said.

This segment is expected to see its market value surge in the future. As expected, major aerial drone makers have ratcheted up efforts to develop a variety of models, aspiring to take the lead amid fierce competition, he added.

Zhong Jun, general manager of Zhongtai Group, another Shenyang-based private company producing titanium alloy parts, said that the firm's sales revenue has doubled for four consecutive years as market demand for such industrial parts has surged, in particular from companies in China's aerospace, maritime engineering, chemical and rail transit sectors.

Apart from use in shipbuilding and high-speed train manufacturing, many important parts of high-end vehicles can be replaced with titanium alloys, Zhong said, adding such materials enjoy more room for growth in improving people's livelihoods in coming years.

He called for more government support for the growth of titanium alloy-based high-end equipment manufacturing, noting that Liaoning enjoys a long coastline and rich natural resources. It also has a solid industrial foundation and abundant human resources, having made progress in scientific and technological innovations. And it boasts a high rate of urbanization compared with other provinces.
