Premier Li Keqiang urged efforts to enhance human resource services to facilitate employment promotion and optimize human resource allocation in an instruction to the first national conference on human resource service development, held from July 28 to 29 in Southwest China’s Chongqing.
Premier Li, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, said developing human resource services is of great significance to realizing socialized employment, giving full play to the country’s advantages in human resources and serving economic and social development.
Guided by strategies of jobs first, talent-oriented, and rural revitalization, human resource services could be further tapped, he said. Related departments should give strong support to the construction of labor, talent and temporary job markets, to further stimulate the innovative spirits of hundreds of millions of workers and all kinds of talent, and to foster new driving forces. In this way, a solid foundation could be laid for the advancement of the country’s comprehensive competitiveness, improvement of people’s livelihood and promotion of high-quality development.
Vice-Premier Hu Chunhua, also a member of the Political Bureau of the CPC Central Committee, gave a video speech to the conference.
According to Hu, the human resource service industry has achieved a significant result, which effectively improved the overall stability of employment. The content and mode of human resource services are increasingly enriched, with an expanding industrial scale and improving policy system. It has put forward higher requirements for human resource services to be based on the new stage of development, implement new development philosophy, build a new development pattern and boost high-quality development. At the same time, the industry is also being pushed to a broader stage.
Hu stressed employment as the top priority when planning the industry's development, and to take the scale and quality of serving employment as the most important standard when measuring the industry’s development.
Reform and innovation in the industry should be accelerated in accordance with changing employment situations. Capability and quality of laborers should be consistently enhanced, and a smooth labor flow and optimized allocation should be cultivated to effectively relieve structural employment contradictions.
Human resource services should be actively nurtured to support the balanced development of various service agencies and promote the standard of the services. A high-level human resource market system should be built to speed up the formation of a multi-level and diversified market pattern, with a strengthened credit system. Social security for laborers should be effectively strengthened to protect their legitimate rights and interests and consistently improve the employment quality, Hu said.
