Teacher rotation an ideal way of ensuring education equality

Changzhou in Jiangsu province recently introduced a regulation requiring the transfer of full-time teachers of compulsory education schools to different schools every six years. The move came not long after Shenzhen in Guangdong province promulgated a draft regulation to implement a similar teacher rotation system.

Both regulations aim at allocating education resources in a more reasonable and optimal manner. Education authorities have long struggled to ensure that such resources are allocated in a more balanced manner. So much so that even the top leadership has said that the country must abide by the principle of "public welfare" to build a balanced basic public education system.

At present, the concept of "school district houses" exists because different schools have different education resources and children can only enroll in the one that is nearest to where they live. As schools that have been around for some time boast of better resources, they are able to recruit more qualified teachers and resources than newly built ones. Also, the "Matthew Effect" ensures that good schools become better, while the weak ones become weaker.

It, therefore, makes sense to rotate teachers among schools. That means teachers from better-quality schools get to teach in schools that lack good education resources and help bring some balance. Such a move will enhance the quality of ordinary schools and give them greater bargaining power and scope for creating talents.

At the same time, the arrival of more experienced hands will help the younger teachers at these schools to learn from them and improve their teaching ability.

Of course, implementing the teacher rotation system requires more policy support and guarantees. Only by ensuring that the teachers moving from the established schools to the less famous ones enjoy the same treatment can this policy be better implemented.

The country is committed to reforming the education system, striving to create a fair and just education environment, so that teenagers receiving compulsory education can stand at the same starting line.

Education reform cannot be carried out overnight, but anything that helps ensure the balanced distribution of education resources should be tried.

It is expected that the teacher rotation system will prove to be an effective step toward solving the imbalance in distribution of education resources.
