To accelerate the formation of high-level talent agglomeration effect, introduce more high-quality projects enabling industrial transformation and upgrading, and cultivate urban talent in scientific and technological support, Jinhua City "Shuanglong Cup" Entrepreneurship and Innovation Competition will kick off at the beginning of 2023.

The competition is hosted by the Office of Talent Work Leading Group of Jinhua Municipal Committee of the Communist Party of China and undertaken by the People's Government of Jindong District, Dongyang City and Yiwu City. Focusing on the development of Jinhua's "2+4+X" key leading industries, the competition will solicit talent projects in strategic emerging industries such as new generation information technology, life and health, and new energy, and invite high-level talents from home and abroad to participate.

A new generation of information technologies focuses on emerging electronic information materials, integrated circuit design and closed test, intelligent terminal manufacturing, 5G and network communication, new display, optical communication, and information technology-related new materials.

The field of life and health emphasizes chemical drugs, biotechnology drugs, medical instruments and consumables, modern Chinese medicine, health cosmeceuticals, medical robots, and new materials of biomedicine. There are 94 enterprises in the Jinhua biomedicine industry with an annual output value of more than 20 billion yuan.

New energy sector centers focus on photovoltaic materials, photovoltaic modules, power batteries, photoelectric components, inverters, new energy vehicle parts, graphene, superconducting materials and new energy-related new materials. There are 195 enterprises in Jinhua core photoelectric industry with an annual output value of more than 130 billion yuan. There are 347 enterprises in the automobile and parts industry with an annual output value of over 60 billion yuan.

The competition will be divided into two forms of contests – the Entrepreneurship Competition and the Innovation Competition.

Registration requirements for the Entrepreneurship Competition:

Generally, applicants should have a bachelor's degree or above, be under the age of 55, and establish a business in Jinhua with a registered capital of no less than 2 million yuan. The talent participating in the competition shall be the largest shareholder or the largest natural person shareholder, and the shareholding ratio shall not be less than 30%.

If the enterprise has been established in Jinhua, the registered establishment time must be less than 5 years (till March 31, 2023); With entrepreneurial experience at home and abroad or engaged in research and development or management in key positions in large and medium-sized enterprises, well-known universities, research institutions, familiar with relevant fields and international rules, strong management ability; With independent intellectual property rights, the technological achievements have reached the international and domestic advanced level.

Individuals, teams or enterprises can only apply for one project, and the same project shall not be applied at the same time with the same individuals, teams or enterprises. Once found, the organizing committee has the right to cancel the qualification of the project. In principle, leading talents who have established more than five enterprises will not be qualified.

Registration requirements for Innovation Competition:

The innovation leader should have a doctor's degree, generally under the age of 55, and have worked as an associate professor or above in an overseas university or research institute or as an executive in a well-known enterprise for more than 2 years before the introduction; Young innovative talents should have obtained overseas doctoral degree, generally under the age of 40, have formal working position in overseas universities, research institutes or well-known enterprises, and have leading innovation achievements and great potential for professional technology development.

Both the Entrepreneurship Competition and Innovation Competition consist of project registration rounds, preliminaries, industry competitions, and the finals. There are 1-2 first prizes, 3-5 second prizes and 5-8 third prizes in the finals of the entrepreneurship competition; 1-2 first prizes, 3-5 second prizes, 5-8 third prizes and 10-15 winning prizes (as appropriate) in the finals of the innovation competition.

The projects that qualify for the finals can be directly identified as the high-level talent introduction special project of "Shuanglong Plan" of Jinhua City. The first, second and third prize projects in the finals of the Entrepreneurship Competition are directly identified as Class A, Class B and Class C entrepreneurial leading talents. The first-class, second-class, third-class, and winning projects in the finals of the innovation competition are directly identified as Category A, Category B, Category C and Category D leading innovation talents, and will be awarded with RMB 5-1 million. After the implementation of the project, the grants will be paid in batches according to the progress of the project. Leading talents can also enjoy supporting policies such as household registration, house purchase and children's education.
