III. Local Offices
After the CIRC was upgraded by the State Council from a semi-ministerial
institution to a ministerial institution in 2003, the number of the CIRC’s local
offices has been increased accordingly. In addition to the 31 local offices in
each province (except Taiwan), autonomous region (except Tibet), municipality
directly under the Central Government and Shenzhen Economic Special Zone,
another 4 offices are being set up in the cities of Dalian, Qingdao, Ningbo and
Xiamen. The local offices are under the direct leadership of the CIRC.
