Bai Lichen Male, born in January 1941, ethnic Hui, native of Lingyuan, Liaoning Province. Graduated from Agricultural Engineering Department of Shenyang Agricultural College, specialized in agricultural mechanization; began to work in August 1964; joined the Communist Party of China (CPC) in April 1971.
