BEIJING -- The following is a biographical sketch of Liang Guanglie, who was appointed State Councilor at the First Session of the 11th National People's Congress (NPC) on Monday: Liang Guanglie Male, ethnic Han, born in December 1940, a native of Santai, Sichuan Province; Joined the Communist Party of China (CPC) in November 1959; Joined the Chinese People's Liberation Army (PLA) in January 1958; received on-the-job training at Henan University; with junior college education.
