China strives to prevent corruption at root

BEIJING - China has made vigorous efforts to promote institutional reforms and innovations to prevent and control corruption at the very source, according to a government white paper released on Wednesday.

"Since the reform and opening-up drive was launched in 1978, especially since the beginning of the 21st century, China has adhered to the principle of controlling and combating corruption by way of development and reform," says the white paper, titled China's Efforts to Combat Corruption and Build a Clean Government.

China has deepened the reform in the system of administrative examination and approval, says the paper, which was released by the Information Office of the State Council.

The Chinese government has speeded up the separation of government functions from those of enterprises, state asset management authorities, public institutions and market-based intermediaries to accelerate the transformation of the government functions, according to the paper.

The white paper says China has been promoting the reform of the cadre and personnel system.

"China adheres to the principles of democracy, openness, competition and merit in establishing a scientific mechanism for selecting and appointing cadres as well as a management and monitoring mechanism in this regard," says the white paper.

This is to increase public trust in the selection and appointment of cadres, and prevent and combat corruption at the very source, it says.

Efforts have also been made to deepen the reform of the judicial system and working mechanism, aiming to safeguard judicial justice and establish a fair, efficient and authoritative socialist judicial system, the white paper says.

In addition, further reforms have been launched in the systems of fiscal management, investment and finance to prevent and control corruption in these fields.
