Kunming - People at the lowest levels of poverty in Asia will soon have access to small loans to help them build better lives.

"International agencies lend only to big projects and governments," but these two funds are "for small farmers, small fishermen alike who want to borrow $100 or $500," said Jose de Venecia, co-chairman of the International Conference of Asian Political Parties standing committee.
