flames on an electricity wire as part of an anti-terrorism exercise in the
southern outskirts of Beijing, August 11, 2003. A total of 1,500 armed
police and soldiers participated in the two-hour drill to "protect a VIP
target from an attack and rescue a large group of hostages from
