Commentary: Rely on grassroots officers and men

Who should be relied on for the development of grassroots units? Chairman
Jiang points out explicitly: "It is the mass grassroots officers and men that
should be relied on". The revised "Military grassroots development program" has
fully reflected Jiang Zemin's important thought, included a series of provisions
on relying on grassroots officers and men to consolidate grassroots units and
put forward some specific demands. These provisions must be put into effect
while studying and carrying out the revised 《Program》 and promoting the
development of the grassroots units.
The practice of army building has proved more than one time that, the broad
officers and men is the source of military construction and development. The
grassroots officers and men are the resource and treasure of army building.
Relying on the grassroots officers and men to develop grassroots units not only
epitomizes historical materialism of Marxism and the mass line, but also conform
to the characteristics and demands of the officers and men.
The key of relying on the grassroots officers and men to develop the
grassroots is to develop democracy in the three main fields and let the broad
officers and men participate in the education and management of grassroots.
Practice shows that promoting democracy in the three main fields is not only a
process of pooling together the wisdom of the masses and unifying the thought,
but also a process of stimulating the sense of responsibility. Both the leading
organs and the grassroots units should implement the mass line in daily work and
management. Especially, on sensitive issues such as vital problems and hot spots
of grassroots building, we should extend the officers and men's rights to
know, participate and supervise. Only by relying on the grassroots officers and
men wholeheartedly can we develop their creativity and get unceasing
motivity.
