Paper napkins are fake invoices

Paper napkins with dozens of fake invoices inside were confiscated by civil
administrators in Dongcheng District, reports Beijing Morning Post.
At noon on Wednesday, civil administrators of Dongcheng District spotted a
man, in a stealthy manner, selling paper napkins to pedestrians near Beijing
Railway Station.
When civil administrators informed the man that his goods would be
confiscated for illegal sales, the whey-faced man volunteered a fine of 200 yuan
(US$24) to get his napkins back.
A suspicious official tore open a package when dozens of fake invoices popped
up, all folded in the same size as napkins. The mas had been handed over to
police.
