Kids with birth defects get life-changing surgery About 200 children suffering from malformed limbs in Shaanxi Province are receiving cost-free surgeries this month and next. The operations are supported by a State lottery welfare fund, which provided more than 600,000 yuan (US$72,000) for the project this year. The children are from families that lack wealth.
