Sino-Vietnam border issue to be settled before 2008

China and Vietnam issued a joint communiqué on Thursday in Beijing during the five-day visit of Vietnamese President Tran Duc Luong invited by the Communist Party of China President Hu Jitao vowing to strengthen their good neighbor cooperative relations.

They hoped to start talks on the sea borders beyond Beibu Bay on the South China, which is the key for the cross-border exploration of oil and gas field structures there. The two sides will also work together to reach an agreement on maintaining law and order at sea and to facilitate orderly fishery production.

Both presidents described the Sino-Vietnam talks as very successful. The communiqué says the two presidents had an in-depth exchange of views on bilateral relations and other international and regional issues of common concern and reached broad consensus, according to a Xinhua report on Thursday.

The two sides recognized the importance of the land borderline issue and agreed to accelerate the process so as to sign a new agreement on borderline administration before 2008.

China and Vietnam will conduct a joint investigation on fishery resources in joint fishing areas in an effort to launch join patrol in Beibu Bay by the two natives, from the two nations.

The communiqué said they agreed to follow the purposes and principles of the Declaration on the Conduct of Parties (DCP) on the South China Sea signed by China and the Association of Southeast Asian Nations (ASEAN), and abide by the consensus reached between the two sides and multilateral commitments, aiming to keep stability in the South China Sea.

The two sides also agreed to maintain the negotiation mechanism for maritime issues, and seek for basic and long-term resolutions through peaceful negotiations.

Vietnam supported the one-China policy and opposed any forces aiming at the independence of Taiwan.

It also supported the Anti-Secession Law and pledged not to establish any official connection with Taiwan apart from non-governmental economic and trade exchanges.

Vietnamese President Tran Duc Luong have visited several cities including Shenzhen and Guangzhou (both in South Chinaw's Guangdong Province) as well as the Guangxi Zhuang Autonomous Region during his five-day state visit from July 18 to July 22.

President Hu Jintao accepted the invitation by President Tran to officially visit Vietnam at the end of this year and to attend the 14th Economic Leaders' Meeting of APEC to be held in Hanoi, Vietnam at the end of next year.
