Building up a comprehensively well-to-do society
Both the level and quality of economic development shall be noticeably raised. Average per capita GDP in nearly one-third of cities and counties in the province shall exceed US$3,000 by 2005. In 2007, the provincial GDP shall exceed 1,000 billion yuan with average per capita GDP close to US$3,000. The total fiscal revenue shall exceed 150 billion yuan. The whole society's consciousness of law shall be widely enhanced. People's political, economic and cultural interests and rights should be well respected and guaranteed. Legislation and law enforcement level shall be consistently uplifted and the legal supervision system and legal service assistance system shall be further improved. The comprehensive strength of science and technology shall continually increase. The 15-year education from pre-school to senior high school should be primarily extended and the gross entrance rate into university/college should reach 30 percent. Systems of modern national education, innovative science and technology, culture as well as national health and medical sanitation shall be primarily improved. The level of urbanization shall be close to 60 percent and non-agricultural workers shall have a ratio of 70 percent of workers of the whole society. Capability of disaster fighting and calamity reduction shall be raised remarkably and the overall quality of ecological environment shall stand in the leading position of the country. The effective utilization of resources shall be further increased. The living standard of urban and rural residents shall be evidently improved. In 2007, the average per capita disposable income of urban residents shall exceed 20,000 yuan, and the average per capita net income of rural residents close to 7,000 yuan. Housing condition and living environment should be noticeably improved. The level of material consumption shall continue to rise and the cultural life further enriched. The social security system shall be further improved and relatively full employment shall be guaranteed. The five "10-billion-yuan projects", namely, the "10-billion-yuan infrastructure building project", the "10-billion-yuan IT promotion project", the "10-billion-yuan science, technology and culture undertakings project", the "10-billion-yuan ecological environment construction project" and the "10-billion-yuan aid program", shall be comprehensively implemented. Continued efforts shall be made in the cultivation of the "five batches of enterprises", i.e., a batch of large enterprise groups, a batch of "small giants", a batch of hi-tech enterprises, a batch of enterprises with brand names and a batch of export-oriented enterprises. The overall level of enterprises and industries be further raised so as to fully improve environment for development.
