Just a thought, so don't get too excited, yet.
The Confederate Petroleum Exploration Cooperative
I. A group of burnt-out bikers of say 100 raucous drunks, volunteer to become a smudge on the rocks off the coast of China. A smudge, because Japan will surely anhilate them. It is their last hurrah!
2. The group shall be called The Confederate Petroleum Exploration Cooperative (CPEC).
3. CPEC will lay claim to the rocks in the name of the PRC, and defend that claim with their very lives.
4. CPEC requires voluntary contributions of munitions, a helicopter drop, whatever drugs they may consume, bedding, tents, lots of booze and a few noisy hawgs -- a detailed list of equipment and logistics to be secured in advance, from voluntary sources, sans any government provisioning.
5. CPEC will permanently erect the National flag of the PRC on the most prominant portion of the rocky outcroppings, the chosen flag of CPEC will fly directly under the National banner.
6. A small percentage (to be negotiated) of the proceeds from China's development of the outlying oil reserve will be set aside for a legal battle to allow bikers the right to not wear helmets when driving motorcycles, in every State within the USA.
7. The family members and group members surviving the CPEC participants will be compensated for their loss (to be negotiated).
8. The self chosen CPEC banner will be allowed to fly under the National flag, on those rocks, for all eternity.
9. National film coverage will be guaranteed and distributed (the details to be worked out later).
10. China will maintain its soverignty over the rocky islands.
