The cases which applications of establishing joint venture enterprise are not approved include: 1) damaging Chinese sovereignty; (2) violating Chinese laws; (3) not meeting the requirements of Chinese economic development; (4) causing environment pollution; (5) signing unfair agreements, contracts, or articles obviously, and damaging interests of one part of joint ventures.
