Recently, Zhang Gaoli, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council met with Teo Chee Hean, Singaporean Deputy Prime Minister who is currently on a visit to Suzhou and co-chaired the 11th meeting of China-Singapore Joint Council for Bilateral Cooperation, the 16th China-Singapore Joint Steering Council Meeting for the Suzhou Industrial Park, and the seventh China-Singapore Joint Steering Council Meeting for the Tianjin Eco-city.
After the meeting, Zhang Gaoli and Teo Chee Hean attended the signing ceremony of cooperation documents. Under the witness of Zhang Gaoli and Teo Chee Hean, Shen Changyu, Commissioner of the State Intellectual Property Office (SIPO) and Tan Yih San, Chief Executive of the Intellectual Property Office of Singapore (IPOS) signed the Memorandum of Understanding on Intellectual Property Rights between the Government of the People's Republic of China and the Government of the Republic of Singapore.
According to the MOU, China and Singapore will strengthen exchanges in creation, utilization, protection and management of intellectual property rights (IPR) and promote cooperation between IPR organizations from the two countries. The two sides will continue to hold high-level dialogues and exchange views on issues of common concern including IPR cooperation and development, IPR strategies, the formulation and implementation of IPR laws and regulations. The two sides will conduct IPR information and experience sharing including the IPR cultural transmission, personnel training as well as IPR management and service. The two sides will make the Sino-Singapore Guangzhou Knowledge City a pilot area for the IPR cooperation and actively explore the comprehensive pilot reform of utilization and protection of IPR. The two sides will strengthen exchange and cooperation in utilization of IPR, share experiences in intellectual property valuation and appraisal, promote the implementation, trade and commercialization of IPR. The two sides will strengthen cooperation in examination and authorization of IPR and provide high-quality and convenient service for the innovative entities including the enterprises from the two countries through PPH and other mechanisms. The two sides will enhance exchange and cooperation in the building of IPR automation system and the sharing of documents and data. The two sides will exchange views on major issues concerning international IPR system discussed by the World Intellectual Property Organization and other international organizations.
Cooperation between SIPO and IPOS has been on for over 10 years and achieved fruitful results. The signing of the MOU helps the bilateral cooperation in intellectual property rights enter a higher level. It also helps the two sides to enhance experience exchange, information sharing and pragmatic cooperation, so as to achieve mutually beneficial win-win outcome and common development.
