Paperization: another way out for back export rebates

Abstract：
At present, given the increased pressure facing financial payment and the absence of an overall plan for solving back export rebates by the government, the issue of back export rebates could be partly solved through the fast developed paperization market. In the long run, the tax system should be reformed so as to fundamentally solve the issue of back export rebates. According to the characteristics of bills and relevant regulations on bills, the article puts forward three methods for paperization and makes a comparison and analysis among these methods, the method for securitization and the export rebates account trust credit.
