Water resources constitute a major guarantee on building of well-off society

Abstract:
Scarcity of water resources has become the "shortest piece of board on a barrel", impeding the balanced and sustained socioeconomic development. South-to-North water diversion is one of the measures combating the water shortage. The supporting arguments are: physically, the unbalanced spatial distribution of water endowment; economically, the mismatching allocation of economic centers and distribution of water resources; and technically, the development of the economy and technology with current water supply and utilization.
