The equipment manufacturing industry is a pillar industry bolstering the economic and social development. The transformation and upgrading of equipment manufacturing industry is an important part of structural reform, which is conducive to improving supply capacity and expanding demand, and enabling the product industry to move to the mid-to-high end of industrial chain. Under the background of the profound adjustment of the global manufacturing industry and the new round of technological revolution, it has become an important task for us to realize the upgrading of China’s equipment manufacturing industry and build China into a strong manufacturer with fine quality performance.
Liaoning province is an important old industrial base in northeast China, and also the scientific research and production base of the equipment manufacturing industry in China. This paper gives an analysis of the difficult issues and major challenges facing the development of equipment manufacturing industry in Liaoning province and raises relevant policy options for the transformation and upgrading of the equipment manufacturing industry in China. Research findings show that the existing problems of equipment manufacturing industry in Liaoning province mainly lie in the following aspects. First, the overall quality level of equipment manufacturing industry is low; second, it is difficult to make adjustment of the industrial structure; third, the comprehensive backup capacity needs to be improved; fourth, the innovation ability, core industrial competitiveness and sustainable development ability remain to be strengthened. In addition, the enterprise institutional mechanism is not flexible enough, the supporting factors bolstered by personnel and capital are inadequate, the construction of market system and market mechanism is relatively lagging behind and business environment is not sound, all of which have checked the further development of equipment manufacturing industry in Liaoning province.
We need to take targeted measures to improve the quality, consolidate the foundation and flesh out the backup capacity. The development of equipment manufacturing industry in Liaoning province offers some enlightenments to the development of China's equipment manufacturing industry in general. To further promote the transformation and upgrading of equipment manufacturing, it is necessary to have a global vision and strategic thinking, plan the industry positioning by taking into account the domestic and foreign industrial structure changes, choose the direction of development from the perspectives of national strategy, market demand and regional division of labor and industrial development of the law, decide on the breakthrough point from the existing industrial foundation and advantages, strengthen the overall designing scheme for the upgrading of equipment manufacturing industry and put into effect the integrated and coordinated drivers composed of elements, investment and innovation. First, we need to raise the overall quality level of the equipment manufacturing industry; second, we need to reinforce the development foundation of the equipment manufacturing industry; third, we need to strengthen the overall industrial supporting capacity; fourth, we need to promote the development of intelligent equipment manufacturing industry; fifth, we need to enhance the service level of the equipment manufacturing industry; sixth, we need to promote the development of green manufacturing industry; seventh, we need to improve the globalized development of equipment manufacturing industry.
We need to optimize the development environment, build an efficient government, improve the business environment and enforce the institutional construction. To promote the sound development of China's equipment manufacturing industry, major efforts need to be made to create a good environment for the industrial development. First, we need to build an efficient government; second, we need to create a friendly business environment; third, we need to perfect the innovation system and incentive mechanism. On the one hand, we need to formulate a practical development strategy for the innovation of equipment manufacturing industry and, on the other hand we need to further enhance the application of intellectual property rights, and make great efforts to protect intellectual property rights.
