Abstract: The Huaihe River is the top of the “Three Rivers and Three Lakes” under the key national governance. Since the 11th Five-Year plan, the National Special Water Project in the Huaihe River Basin has started key technology research and comprehensive treatment demonstration, implemented the comprehensive “point-line-pipe-area” treatment plan, established Huaihe River improvement model for sluice and dam type rivers through “big science”, “big integration” and “big demonstration”, and supported the improvement of the water quality of Shayinghe River, Jialuhe River and other rivers from poor grade V to better grade II-III, which has preliminarily realized the ecological health of the Huaihe River. The main experience is to lay emphasis on the integration of production, ecology and life, and on the coordination of pollution control plans with economic and social development; to focus on water regeneration and ecological safety, and lead the way through demonstration; to adhere to the demand-oriented principle, and joint training of high-level Huaihe River management team; to promote the realization of achievements and foster and guide the industry to jointly manage Huaihe River. The policy options for the new period are as follows. We need to consolidate and upgrade the successful model and research results of the water project in the Huaihe River basin during the 14th Five-Year Plan period. We need to innovate the management model aiming at practical problems, upgrade and popularize sewage treatment technology, establish waste circulation system regarding the non-point source pollution in the rural areas, and carry out the three-dimensional monitoring and joint dispatching measures.
