Fujian province will adopt a string of measures in order to save water and enhance its quality, according to an outline recently issued by the provincial government, Fuzhou Evening News reported on Sept 16.
The outline sets goals in many aspects. For example, Fuzhou and a few other cities will strive to become water-saving cities by 2020. A digital management system of water pipes will be implemented across the province. Water companies in Fuzhou, Xiamen and Quanzhou will elevate their water-testing capabilities. And all regions in the province will make water quality transparent from 2015.
Specifically, Fujian will upgrade or build 1,000 km of water pipes annually over the next three years and try to reduce the leakage rate to below 17 percent by 2020.
To optimize sources of water providers, state-owned water enterprises will play a bigger role. There will be three to five professional conglomerates with the capability of supplying at least 1.5 million tons of water per day by 2020.
Some water enterprises will be merged. And their total number will be reduced to around ten in the future, according to the outline.
In water conservation zones, activities which threaten water quality, such as pollution discharges from production and business operations, will be suspended by 2018. Local authorities will also persuade residents in class-I conservation zones to relocate.
To help water saving efforts, environmental departments at different levels will investigate the status-quos of water resources, supervise pollution control methods by owners of industrial projects, and make emergency plans.
Sources of drinking water in all regions in the province will be monitored with real-time data available by 2018.
Pollutant enterprises will be held accountable in any water contamination accidents in which they are involved and must bear all sorts of costs.
The outline also stated that the water price will usually remain stable in a five-year window, but can be adjusted if the water supply costs rise by 20 percent or more.
