Qiandongnan prefecture, Guizhou province, will work hard to transform resource advantages into economic advantages in accordance with national policy, promoting the urbanization and development of tourism industrialization. The goal is to allow migrant workers equal citizen rights both in urban and rural areas, said Liao Fei, deputy to the 12th National People's Congress and government head of Qianxinan prefecture.
One difficulty in the process of urbanization is how to endow migrant workers with equal rights, said Liao Fei.
The solution of the Qianxinan prefecture is trying to balances public rental housing and affordable housing in urban areas with home renovation, poverty alleviation and ecological migration projects in rural areas.
First, Guizhou revised the Service and Management Regulations of Migrant Workers last March, providing migrant workers with affordable apartments in urban areas as long as they have residence permits.
Second, Guizhou set up encouragement mechanisms. Qianxinan prefecture implemented a poverty alleviation and ecological migration project last May, subsidizing rural households with 12,000 yuan ($1,929) per person. Data shows that every household could receive about 45,000 yuan on average, which is enough to buy an affordable apartment.
Third, the province set up security mechanisms to assure the lawful rights and interests of migrant workers in rural areas in addition to allow their children to transfer to elementary schools in urban areas.
Fourth, Guizhou has set up emotional-support mechanisms. Residents of the same village will move into one community. Residents of the same village group will move into one building, and members of one big family will move into one floor. The process can help the migrants maintain emotional links and cultural traditions, Liao added.
Fifth, Guizhou will apply for more affordable apartments. Ten percent of the population in the province will undertake the task of 20 percent of the urban affordable housing and 20 percent of poverty alleviation and ecological migration. For example, in 2013, 7,900 affordable apartments out of 14,400 total were set aside for relocation of residents in the ecological migration project. The remaining 6,000 were left for urban residents.
