The phrase "ecological legislation" has been a hot word receiving close attention during the Third Session of the 12th National People's Congress.
Deputies hold the same idea that ecology and economy development must be developed along with each other and the legalization of ecological management must be improved constantly to build an eco-civilization legislature system for the protection of Guizhou's green environment.
"Without the green environment, Guizhou would lose its biggest advantage," said a deputy.
Guizhou achieved great results because the power of law was adopted for eco-civilization in 2014.
Guizhou's GDP, seeing 10.8 percent year-on-year growth and the second highest in the country, reached $147.7 billion. The growth of Guizhou's economy ranked first four years in a row.
Along with economic achievement, the national ecological civilization pilot zone got approval for construction and the overall forest coverage rate of Guizhou in 2014, which surmounted the national average and reached 49 percent.
Yuan Zhou, deputy of the NPC, believes economic and ecology development can be achieved as long as the law is adhered to with a clear mind.
"For the legislation, we should take both economy and ecology into consideration, shifting from prioritization of economy development to harmonization of economy and ecology development," said Yuan.
The bottom line of environment protection should be held.
In 2011, a regulation concerning the protection of the Chishui River was introduced. It can serve not only as experience for eco-civilization legislation but also a source of Guizhou eco-civilization construction reform.
Meanwhile, Guizhou has introduced a series of measures for environment protection, including the establishment of an environment protection court and police forces of ecological protection.
In 2014, the regulation of the Guizhou ecological civilization construction promotion was formally carried out, in which a bunch of measures were introduced, such as duties and rights of government, enterprises and the public; industrial structure adjustment; and environmental credit.
With audacious exploration in ecological civilization construction, Guizhou acquires an ecological legislation law system with its own characteristics.
"The legislation not only boosts Guizhou's development but also makes sure blue sky, green land with fresh air are available," said Yuan.
