Ruzhou has purchased over 58,000 tons of wheat at the minimum purchase price. Ruzhou's six grain-collection and storage enterprises with rights to procure at the minimum price have filled up their storage capacity.
The Ruzhou municipal party committee and government raised over 10 million yuan as starting fund and convened many mobilization meetings to further clarify the policies, responsibilities and disciplines in procurement. The grain sector staff also worked diligently, strictly following quality and price standards.
Regarding payment, the Ruzhou government has not issued a single IOU to the people. In addition, rest areas, tea-stalls and medical aid posts were set up in all procurement locations, and a youth volunteer service team was formed to help disadvantaged groups to ameliorate their life.
