Born: November 1967, Huairen county, Shanxi province.
Chen holds a PhD in philosophy and joined the CPC in December 1985; he began work in July 1992.
Chen began his studies in the mathematics department of Shanxi Normal University in 1985. From July 1989 to July 1992, he furthered his studies as a postgraduate in the Economics Research Institute of Dongbei University of Finance and Economics, majoring in quantitative economics.
