Born: September 1963, Changyi county, Shandong province.
Qu holds a doctorate in law and joined the CPC in December 1990; she began work in July 1985.
Qu began her studies at Tianjin Normal University in 1981, majoring in biology. After graduation in July 1985, she worked as an educator and school leader in Tianjin No 41 High School until 1996.
