Born: Oct 1959, Pujiang county, Zhejiang province
Lou began his studies at Zhejiang Normal University in 1978, majoring in mathematics. After graduation in 1982, he worked as a teacher at Longyou Middle School in Longyou county, Zhejiang province.
Lou also holds a master's degree in business administration. He joined the Communist Party of China (CPC) in November 1981.
