Governor sees 2015 as crucial year for deepening overall reform

The fourth plenary session of the 12th Shanxi Provincial People's Congress opened on Jan 28 in the province's capital, Taiyuan.

The session lists seven items on its agenda. The first item is to listen and assess the province's government work report. The second item is to audit the province's report on the implementation of 2014's economy and social development plan and this year's development plan. In addition, following a report on the performance of the province’s budgets in 2014 and its budget draft plan in 2015, the session should decide the budget at provincial level in the new year, which was the session's third item.

The work report of the Standing Committee of the Shanxi Provincial People's Congress will be addressed and assessed as part of the meeting's fourth item, followed by the work report of the province's higher people's court. The session will also listen and discuss the work report of the people's procuratorate in 2014. The session's last item is the discussion of by-elections and other issues.

Li Xiaopeng, governor of Shanxi province, made the government work report on behalf the provincial government.

Li stressed in the report that 2015 is crucial in comprehensively deepening reform and is the last year of the 12th Five-Year Plan. It is also the starting year for the province to comprehensively promote the so-called Six Big Developments, including anti-corruption development, innovative development and green development.

In the government work report, Li listed 10 key works in 2015, covering reform and opening-up, coal reform to build a national comprehensive energy base, economic development transformation, culture construction and ecological culture construction.
