The Forum on the Rule of Law in the Digital Economy was held by the Supreme People's Court (SPC) of China on May 26. SPC Vice-President Yang Linping delivered a speech at a panel session on the application and regulation of digital technology in the judicial field.

Yang said China has striven for a deep integration of digital technology in judicial work. Efforts were made in smart court construction, improving internet-based judicial work and fully propelling the modernization of the trial system and capacity.

She expounded on the construction of smart courts. China has established a smart court information system where the whole process goes online, is open to public and wholly driven by smart services. It has greatly enhanced the quality and efficiency of judicial work and provided a Chinese approch to the world's rule of law in the information era. Specifically, internet technology has been extensively applied to build a one-stop diversified dispute resolution and litigation service system; artificial intelligence and the blockchain technology have been proactively leveraged to enhance efficiency of trial execution; big data technology has been thoroughly applied for judicial administration and social governance; and information infrastructure combining cloud technology and networking has been built to secure network safety, data security and personal information protection.

The seminar was hosted by SPC Vice-President Yang Wanming. Those attending the session via video link included First President of the Court of Cassation and President Delegate of the Supreme Council of the Judicial Power of Morocco M’Hammed Abdenabaoui, President of the Court of Cassation and President of the Supreme Judiciary Council of Qatar Hassan Almohanadi, President of the Council of Judges of the Russian Federation, Justice Victor Momotov, Regius Professor of Computer Science and Executive Director of Web Science Institute of University of Soutchampton of the United Kingdom and Northern Ireland Wendy Hall, and Chief Judge of the High Court of the Hong Kong Special Administrative Region of China Jeremy Poon Shiu-chor.
