The project consists of two parts, one new planning Hanson Road, west Shenzhen City West Outer Ring Road, east big wide high-speed export a total length of 13 kilometers; 2 is to Shunda Street North until Hanson Road, the big wide high-speed exit and Shi Huang connect high-speed east exit a total length of 1.1 km. Red lines are 60 meters wide road, the main lane is 36 meters, 4 meters wide on both sides of each with sidewalk and 8-meter-wide green landscape belt is a newly planned urban city connectivity Daiko, Shi Huang high-speed backbone high standard Yingbin Avenue.

The total investment is 2.5 billion yuan, the Chinese side to be invested 50 million yuan from the financial allocation, to be the use of foreign investment 200 million yuan (renminbi).

50.The Reconstruction of Water Feed Pipelines Inner-city Villages and Old City Proper, Xingtai City
Ⅰ. Project Contents
This project is the reconstruction or construction of water feed pipelines in several municipal roads including Zhongxing West Street, Bayi Road, Quannan Street, North Xinhua Road, and South Shunde Road, as well as several inner-city villages including Nanxiaowang, Hanyanzhuang, Liyanzhuang, Sanyimiao, Nanwayao, and Huaijiatun in Xingtai City proper. The construction and reconstruction of water feed pipelines adopts the pipe diameter DN150～DN600 of around 67.52 km, and the pipes of PE pipes and ductile iron pipes.
Ⅱ. Investment Estimate and Financing
This project involves a total investment of 8.26 million dollars. The funds will come from subsidies of the state and the local government or other financing modes.
Ⅲ. Market Analysis
After completion, this project will bring an increase of 20,000 m3/d in the available water supply, a steady availability of water, a low cost of production and operation, a big margin of profit, and a great financial return in consideration of water price adjustment. This project is the pipeline reconstruction. This reconstruction basically depends on the current roads or planned roads, the pipes involved largely are branch lines to the trunk pipes, and auxiliary facilities of the pipelines are also within the sphere of government plans and road red lines.

The project construction period is three years. The total costs of the project mainly consist of spending on raw materials, fuels & power, depreciation of fixed assets, routine maintenance, overhaul, other expenses, interest, etc.. Its annual average turnover will be 17.593 million yuan; the payback period, 8.69 years; the profit-to-investment rate, 10.42%; the internal rate of return. 13.32%. Thus this project will have satisfactory financial results. After completion, this project will bring an increase of 20,000 m3/d in the available water supply, a steady availability of water, a low cost of production and operation, a big margin of profit, and a great financial return in consideration of water price adjustment.

Xingtai Water Industry Group Limited is a solely-state-owned company to conduct a unified operation and management of the water-related affairs within Xingtai City proper, founded by Xingtai City Government for straightening out the management system of city water feed and drain, making right distribution and use of water resources, and achieving an integration of water diversion, feed and drain. 51. Delong Water Feed Pipelines, Xingtai City
Ⅰ. Project Contents
This project is the construction of the water feed from Zhuzhuang Water Feed Co., Ltd.' Control Center to Xingtai Delong Steel Industrial Co., Ltd. located at Shimen Village, west of Nanshimen Town, involving the construction of water delivery pipes of 2*11.867 km, and an increase in the supply of industrial water of 7.5 million m3/year after the water delivery pipes have been constructed. This project falls into two phases – the phase-1 has 2*7.511km long pipelines, and the phase-2, 2*4.356km. This project will occupy a 3 mu area, and have an increase of 7.5 million m3 in the water availability yearly.
Ⅱ. Investment Estimate and Financing
This project involves a total investment of 3.96 million dollars. The funds will come from the bank loan of 1.46 million dollars, and the governmental financing of 2.5 million dollars.
Ⅲ. Market Analysis
As the water user, Xingtai Delong Steel Industrial Co., Ltd. is located at Shimen Village, west of Nanshimen Town, Xingtai County, 12 km away from the city proper. It is a large private-owned steel complex integrating sintering, iron-making, steel-making and rolling, and also one of key metallurgical enterprises in Hebei Province. Currently it has a registered capital of 180 million yuan, and total assets of 1.6 billion yuan. In 2007, it achieved an industrial output value of 10 billion yuan, and consumed industrial water of over 7 million m3. Xingtai Water Industry Group Limited and Xingtai Delong Steel Industrial Co., Ltd. have signed an agreement on the water feed specifying that a water volume of 7.5 million m3 will be supplied yearly. Thus this project has good market prospects in water feed.

The land use is temporary by nature. The construction site is located within the boundaries of Xingtai County. The major raw material for the construction is the DN600 concrete pipe.
