The single tax doesn't mean that the authorities set up a new taxation but means that the unmarried will not be entitled to enjoy some tax break policies. I think the government should take some more fundamental measures to make people want to have more children, such as providing free education for children and raise childcare subsidies. Now many countries give "baby bonus" to parents, including some amount of money, paid maternity leave for husbands and free babysitting.
