Sebastian underscored that French President Emmanuel Macron, in a compelling address last month, laid out a survival strategy for the European Union (EU) to autonomously navigate its relations with China. With the backdrop of ongoing "uncertainties in US politics", Europe is increasingly reluctant to "prioritize Washington's interests over its own", signaling a significant shift.

This potential transition, Sebastian suggested, may herald a "more assertive and pragmatic China policy", grounded in realpolitik principles, "progressively reducing the weight of the economy and trade on the EU's strategy". Such a recalibration could "pave the way for the EU and China to perceive each other as peers in terms of power".

Nevertheless, Sebastian observed that Macron's vision of strategic autonomy is yet to be substantiated with tangible actions. He highlighted various challenges, including "the US' traditional sway, Europe's internal divisions, budget constraints and geopolitical limits", all of which pose significant obstacles to realizing ambitious agendas.

Before implementing this new vision, Sebastian advocated for pragmatic solutions to chart the path forward. He stressed the necessity of "confidence-building measures", such as "restarting China-EU bilateral trade talks with clearly objectives". "Structured negotiations" should address "market access barriers and ensure reciprocity". Additionally, establishing a partnership focused on green technology would be pivotal in "mitigating the economic weaponization of clean energy".

Sebastian concluded by asserting that "embracing strategic autonomy" transcends a mere "policy shift"; it symbolizes "Europe's declaration of sovereignty", empowering the continent to "shape its destiny with renewed determination" amidst an ever-changing world.
