NPC Standing Committee enhances oversight to foster development and public welfare in China
Over the past year, the Standing Committee of the National People's Congress, China's top legislative body, has ramped up its supervisory efforts, significantly contributing to high-quality development, public welfare improvements, and the creation of a beautiful China, according to Lou Qinjian, spokesman for the fourth session of the 14th NPC.
Speaking at a news conference on Wednesday, Lou highlighted that oversight of financial and economic affairs, as well as the implementation of the Constitution, was notably strengthened last year.
Lou detailed that the committee intensified its supervision through various methods, including reviewing reports, inspecting the enforcement of existing laws, conducting special inquiries, carrying out thematic research, and examining regulatory documents. Last year, the committee reviewed 22 supervision-related reports, conducted five law enforcement inspections, held two special inquiries, carried out 11 thematic research projects, and issued one resolution.
The standing committee has prioritized ensuring that various departments fulfill their legal duties. "For example, it reviewed reports on the development of new productive forces and promoted the implementation of measures to advance these forces," Lou said. "It also maintained ongoing oversight of State-owned asset management and established mechanisms for rectification and accountability."
Additionally, the standing committee reviewed reports on climate change and carbon neutrality efforts, inspected the implementation of the Forest Law, and promoted the building of a beautiful China, he noted, adding that it also examined the enforcement of the Food Safety Law to ensure comprehensive regulatory responsibilities are met.
Moreover, the standing committee has emphasized the development of whole-process people's democracy in its supervisory work and has fully leveraged the role of NPC deputies.
"For instance, it conducted thematic research on key issues related to the formulation of the 15th Five-Year Plan (2026-30), organizing over 1,000 deputies to investigate 67 topics," he remarked. "It also established a mechanism for the chairperson's meeting to identify key recommendations for supervision, addressing 23 priority recommendations to resolve issues of widespread public concern."
Looking ahead, Lou affirmed that the committee will continue to thoroughly implement the Supervision Law and enhance the supervisory role of the NPC.
