Yang Xiaowei, former deputy director of the Committee on Education, Science, Health and Sports of the 14th National Committee of the Chinese People's Political Consultative Conference, has been officially charged on bribery charges, China's top procuratorate said on Thursday.

According to the Supreme People's Procuratorate, the case was concluded by the National Commission of Supervision and transferred to procuratorial authorities for review and prosecution. The SPP said it decided to arrest Yang on suspicion of taking bribes and designated the Xiangyang People's Procuratorate in Hubei province to examine and prosecute the case.

The procuratorate recently filed a public prosecution with the Xiangyang Intermediate People's Court.

Prosecutors alleged that Yang took advantage of his positions — including deputy general manager of China Unicom, deputy general manager and general manager of China Telecom Group, deputy director of the National Radio and Television Administration, and his post in the CPPCC — to seek benefits for others and illegally accept money and valuables in return. Prosecutors said that the amount involved was especially large and that Yang should be held criminally liable for bribery.

Yang, 62, a native of Chongqing, began his career in 1981 and joined the Communist Party of China in 1984. He worked in the telecommunications sector for many years, serving as director of the Chongqing municipal communications administration in 2001, deputy general manager of China Unicom in December 2003, and deputy general manager of China Telecom Group in 2008. He was promoted to general manager of China Telecom Group in April 2016.

He later served as deputy director of the Cyberspace Administration of China from June 2017 to 2021, and as deputy director of the National Radio and Television Administration from August 2021 to March 2023. In March 2023, he became deputy director of the Committee on Education, Science, Health and Sports of the CPPCC National Committee.

Yang was placed under disciplinary review and supervisory investigation in April 2025 on suspicion of serious violations of Party discipline and the law, expelled from the Party, and removed from office in November.
