Guiyang's government has rolled out 12 policies that involve 31 specific aspects to promote innovation and accomplish quality economic performance.
Among the novel policies: High-tech enterprises that are recognized nationally for the first time will be granted a maximum subsidy of 100,000 yuan ($15,000). The subsidy doubles for enterprises above the designated size – those with annual revenue of 20 million yuan or more – nationally recognized for the first time.
Nationally recognized high-tech enterprises above designated size can also enjoy double subsidies.
The government will also reward demonstration institutions that receive the national, provincial and municipal authorization for technology transfer or transformation with 100,000 yuan, 200,000 yuan and 300,000 yuan, respectively.
The protection of intellectual property rights (IPR) has also intensified. IPR service providers are encouraged to improve their patent application, legal defense for IPR, and intellectual property trust. They can gain a maximum reward of 300,000 yuan, based on their actual performance.
Guiyang will support high-tech companies in the start-up phase by providing more financial assistance and funding. Extra attention will be paid to six emerging industries: advanced equipment manufacturing, high-end consumer goods manufacturing, digital technology, new energy, new materials and healthcare.
Competitive companies involved in the six industries will be assigned to major national technological programs and gain funding of no less than 1 million yuan for each program. Also, preeminent business incubators and innovation centers will be subsidized to varying degrees.
In enhancing the scientific and technological exchanges between Guiyang and the rest of the world, the government welcomes new research and development centers founded by central government-led enterprises, renowned multinational corporations and top-class research teams.
Guiyang will take measures to build and stimulate agricultural science and technology parks, industrial parks and innovative and entrepreneurial bases, according to the 12 policies.
